The Secretary General of the Colombo Plan attends the signing ceremony on Strengthening Co-ordination on AIDS, Drug and Prostitution Prevention and Control for the period 2020-2025

On the afternoon of July 14, in Hanoi, the signing ceremony of the Program on co-operation between the Supreme People's Court and the National Committee for AIDS, Drugs and Prostitution Prevention and Control covering the period 2020-2025 was formalized.

The Secretary General of the Colombo Plan HE Ambassador Dr. Phan Kieu Thu had the honour to be present at this ceremony since combating drugs is a priority area of the Colombo Plan. The Drug Advisory Program (DAP) of the Colombo Plan works towards curbing the drug use problem in the world through concentrated efforts in drug use and abuse prevention, treatment, rehabilitation and after care services by empowering youth and community leaders through faith-based approaches, and training and certification of professionals in the field. In past few years through DAP the Colombo Plan has funded programs of Ministry of Labour, Invalids and Social Affairs (MOLISA) and the supreme Court of Vietnam with an MoU in place. It is fruits of our hard work.

The program aims to strengthen the coordination and innovation of leadership and direction between the Supreme People's Court and the National Committee for AIDS, Drug and Prostitution Prevention and Control, contributing to raising the effectiveness of the program.

At the same time, the program also aims at strengthening information, propaganda, dissemination and education in a timely and effective manner. The guidelines of the Party, policies, laws of the State and other activities will facilitate to contribute and improve raising awareness and promote the role of party committees, administrations and people of all classes in the prevention and fight against AIDS and the prevention and control of drug and prostitution in the new situation.

Speaking at the signing ceremony, Deputy Prime Minister Vu Duc Dam, Chairman of the National Committee for AIDS, Drugs and Prostitution Prevention and Control said that in the past time, with the support of organizations Internationally, the participation of the entire political system, the active participation of mass organizations and the people, the prevention and fight against drugs, HIV / AIDS, and prostitution have achieved important results. He further stressed that, however, this work still faces many difficulties.

Deputy Prime Minister Vu Duc Dam emphasized that there are still more than 200,000 people living with HIV / AIDS, notably in recent years over 60% of new HIV-infected people are involved in sexual activities, including homosexuality.

In order to repel this evil in the future times, Deputy Prime Minister Vu Duc Dam directed that, in addition to fighting against the crime of trading, storing, and manufacturing, many methods should be mobilized, including educational measures and propaganda. Deputy Prime Minister said, handling and accepting drug-related cases is also a very effective form of propaganda.

The Deputy Prime Minister welcomed the Supreme People's Court and said that in recent years, it not only completed the work well, but also together with the Government introduced bills, issued many guiding documents to bring people and localities into effective detoxification process.

Deputy Prime Minister Vu Duc Dam hopes that the cooperation program between the National Committee for AIDS, Drugs and Prostitution Prevention and Control will help in the drug, prostitution and HIV / AIDS prevention and control and will have effective new advances.

At the ceremony, the Deputy Prime Minister also thanked the United Nations and Governments for supporting, sharing and accompanying Vietnam in the prevention and control of HIV / AIDS, drugs and prostitution throughout the time.
