His Excellency Dr Benjamin Panganiban Reyes assumed office as the 8th Secretary General of the Colombo Plan on 1st May 2022.
Dr. Reyes is a Career Executive Service (CES) Officer who was conferred by CESO Board through Resolution No 1034, dated 14th day of November 2012. He rose from ranks and has served the Philippine Government for more than 24 years with significant contribution in policy development, strategic formulation and program management fostering cooperation with various organizations.
Prior to taking up his appointment at the Colombo Plan he served as the Undersecretary (Deputy Minister) at the Dangerous Drug Board and Chairman, Drug Demand Reduction Committee, Philippines. During that time, he has taken an active part in the Colombo Plan Drug Advisory Program activities.
From December 2018 until April 2022, he served in the position of Commissioner, for the Philippines for the Global Center for Credentialing and Certification (GCCC), the Credentialing Arm of the Colombo Plan Drug Advisory Program.
From August 2016 to July 2017, he served as the Chairman/Secretary, Dangerous Drugs Board.
Dr. Reyes Graduated from the University of the Philippines, College of Dentistry in 1994 as Doctor of Dental Medicine. He has a Master’s degree in Public Health- Biostatistics and Epidemiology Tracking awarded by University of the Philippines in the year 1998. Further, he holds a Master’s degree (Dean’s List) in Development Management awarded by Asian Institute of Management in the year 2010.
He is married and blessed with one child who’s set to go to college in the next school year.
